The State Duma on Tuesday supported in the first reading a resonant bill on new police powers, which, among other things, defines a list of grounds on which police officers can open cars, TASS reports.
The initiative, submitted to the State Duma by the Russian government in May, simultaneously gives police officers broad powers to use firearms. In accordance with the current legislation, the guardian of order can shoot when the detainee tries to approach, while reducing the distance indicated by the police, or touch his firearm. The new bill proposes to establish that the use of weapons is also allowed in the event that the detained person tries to "commit other actions that give reason to regard them as a threat of attack on a police officer," writes Znak.com.
The police will be able to open the car, in particular, to save lives and ensure the safety of citizens or public safety in case of riots and emergencies, to detain suspects or accused. If the owner of the car was absent at this time, he must be informed about the autopsy no later than 24 hours. The police must also ensure that no unauthorized persons enter the vehicle during this time.

Also, the police will have the right to open the car when there is a threat of a terrorist attack, to detain citizens, whom the victims or eyewitnesses point to as having committed a crime, to suppress the crime. Law enforcement officers will be able to use this authority to apply measures to ensure the proceedings in the case of an administrative offense if there is reason to believe that the offender is intoxicated. Another reason for opening is inspection of a car or cargo, if there is a suspicion that there are items seized from civilian circulation without special permission.
At the same time, it is established that the police officer is not responsible for harm caused when the vehicle was opened, if the autopsy was carried out in accordance with the law.
The bill establishes the right of the police to cordon off (blockade) territories, residential premises, buildings and other objects. Now the law "On the Police" stipulates the right of employees to block only areas of the terrain. Within the boundaries of the cordon, the police will be able to carry out a personal inspection of citizens, things they have with them, inspection of vehicles and transported goods. If a citizen refuses to be examined, law enforcement officers have the right not to let him in or out of the cordoned-off territory.
Article 15 of the Law "On Police" is proposed to be supplemented with a rule on the possibility of police officers entering residential and other premises, land plots and territories for the detention of persons caught at the crime scene or hiding from it, as well as persons whom the victims or eyewitnesses indicate as on those who committed the crime.
In addition, article 13 of the law is supplemented by the provision according to which police officers have the right to "inspect the scene of an incident, terrain, premises, vehicles, objects, documents and other objects in connection with checking the statements and reports of incidents registered in the established manner." The Cabinet of Ministers notes that at the moment the law grants law enforcement officers the right to inspect only in some special cases.
