Ukraine has filed a new interstate complaint to the European Court of Human Rights against Russia in connection with its organization of a number of high-profile attempts and contract killings on the territory of Ukraine and the member states of the Council of Europe. In a statement filed on February 19, it is reported that Russia for a long time "widely uses the tactics of terror with the help of political assassinations." We are talking about crimes committed both on the territory of the Russian Federation and on the territories of other states.
According to the document, since 2014, representatives of the Russian special services have been recruiting people in Ukraine who allegedly committed a number of attempts and murders. These crimes caused a significant response in the Ukrainian society.
"The Russian Federation not only does not conduct an effective investigation, but also shifts responsibility for such crimes to other states, including Ukraine," Malyuska said. According to him, Russia violates international legal obligations, including the right to life guaranteed by article 2 of the Convention for the Protection of Human Rights and Fundamental Freedoms. On February 22, the ECHR informed the Ukrainian government that it had registered the application and opened proceedings in this case.

Kiev said that Russia allegedly violated 12 articles of the Convention and its protocols, including the rights to life and security, to a fair trial, freedom of religion and expression, freedom of assembly, the right to protection of property and freedom of movement.
"The court determined the scope of the issue under consideration and decided that it is necessary to decide whether the alleged pattern of human rights violations by Russia in Crimea in the period from February 27, 2014 to August 26, 2015 was permissible," the report says.
In addition, the applicant Government alleges that Ukrainian citizens residing in Crimea were illegally, automatically and forcibly granted Russian citizenship, and that pressure was exerted on those who expressed a desire to remain Ukrainian citizens. Kiev also complains about attempts to interfere with the activities of Ukrainian and foreign journalists in Crimea and that the property of Ukrainian legal entities was subjected to illegal control.
